Notice to Bidders

 

PROJECT DESCRIPTION: The Preserve at Singing Hills Subdivision, Unit 1 project is located at the NW corner of US 281 & SH 46 in Bulverde, Texas, Comal County. The design and construction of the Residential development includes construction of the primary collector street, residential feeder roadways, and all utility services as follows: 1) Residential Roadways to include a) Harmony Hills, b) Whistler's Way, c) Ballad Bluffs, d) Scenic Lullaby, and e) Conductor Hill; and 2) Storm Drain, Utility, and Electrical infrastructure to service 73 residential lots.

 

Address sealed proposals for the Preserve at Singing Hills Subdivision, Unit 1 Request for Proposal (RFP) as follows: RE-BID: SWPPP & Erosion Control Measures, RE-BID: Utilities (Storm Sewer, Domestic Water Service, Sanitary Sewer Systems), Scopes to Middleman Construction Company LLC (Construction Manager at Risk) on behalf of the Comal County Water Control and Improvement District No. 6 (the "Owner"), for the construction of "The Preserve at Singing Hills Subdivision, Unit 1" in Comal County will be received at the jobsite office of Middleman Construction Company LLC at 4201 US 281 North (former EMS Building), Bulverde (address), Texas 78163 until 10:00a.m. CST on the date of March 23, 2015 at which time the proposals will be publicly opened and read aloud. Any proposals received after 10:00am CST will be returned unopened. Plans, specifications and contract documents may be obtained at the home office of Middleman Construction Company LLC at 9631 McCullough Avenue, San Antonio, TX 78216. Copies may be obtained for a non-refundable fee of $500.00. Checks for the plans and specifications should be made payable to Middleman Construction Company LLC.

 

A Cashier's Check, Certified Check or Bid Bond payable to The Comal County Water Control and Improvement District No. 6 (the "Owner") in an amount not less than five percent (5%) of the total bid must accompany the bid proposals as a guarantee that, if awarded the contract, the bidder will within ten (10) days of the award of the contract, enter into a contract and furnish an acceptable Performance Bond, Payment Bond, and Maintenance Bond (Maintenance Bond to remain in force for a period of one year from them date of the letter of final acceptance from the Owner) in the amount of one hundred percent (100%) of the contract price. The Bidder's Check or Bid Bond will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish bonds acceptable to the Owner within ten (10) days after award of the contract.

 

No proposals shall be withdrawn for a period of sixty (60) days after the opening of the bids. The Owner reserves the right to reject any and/or all bids and to waive all formalities in the bidding process, except for timing of bid submission. The Owner also reserves the right to determine which bid will result in the best and most economical completion of the work, and to award the contract on this basis. It should be noted that time is of the essence on this project. Pre-Bid Requirement: Not required for Re-Bid. Qualification of Bidders:

All Bidders shall submit the Contractor Qualification Form to Middleman Construction Company along with their formal Bid; this information shall be considered in the award of the Contract. Failure to accurately complete the Contractor Qualification Form or failure to submit the Qualification Form with the Bid, will at the Owner's option, disqualify the bidder from consideration in the award of the Contract.
